Biography

Glenn served as City Attorney for the City of Eugene for over 20 years (1996 – 2017). Prior to moving in-house with the City of Eugene in 2009, Glenn also served as special counsel to the League of Oregon Cities and a number of other cities, as well as general counsel to the Lane Regional Air Protection Agency and the Lane Council of Governments.
 
From 1989 to 2009, Glenn worked with the law firm of Harrang Long where he practiced municipal and environmental law. Prior to 1989, Glenn was an assistant attorney general with the Oregon Attorney General’s Office. Glenn graduated from the University of Oregon with an interdisciplinary master’s degree and a JD (with certificates of specialty in Ocean & Coastal Law, and in Environmental & Natural Resources Law). Following law school, Glenn clerked for a federal judge before joining the Oregon AG’s Office.
